Role Overview
The Extended Term Consultant (ETC) will support the design and implementation of lending and/or trust fund projects, as well as analytical and advisory work related to climate‑resilient landscape management, blue economy, pollution management, and climate change. As a key member of the World Bank Group team and guided by the new Country Partnership Framework (CPF, FY27‑FY32) between the World Bank Group and Viet Nam.
Duties and Responsibilities
The ETC will be primarily responsible for the following tasks:
- Support the implementation of existing lending operations and the preparation of pipeline operations. Participate in missions and contribute to mission outputs, aide‑memoires, and technical reports. Review and comment on project preparation and implementation documents submitted by counterparts. Identify and develop opportunities to integrate sound environmental management, natural resources management, and climate change interventions and policies into projects. Maintain regular dialogue with project clients at central and provincial levels and support their understanding of and compliance with sectoral and World Bank policies and corporate priorities.
- Support the implementation of Environmental Analytical and Advisory Services (ASA) and undertake research on technical and policy‑relevant issues highlighted in the new CPF, primarily climate resilience, natural resources management, blue economy, circular economy, and pollution reduction, among others. Promote innovative solutions and good practices through knowledge exchange. Support the delivery of findings and recommendations through well‑written reports, policy briefs, and presentations, as well as thematic knowledge‑sharing activities, including seminars and study tours on relevant environmental themes.
- Participate in policy dialogue and respond to government clients’ priority needs at multiple levels for lending, analytical support, and advisory services related to climate resilience, blue economy, environmental and natural resources management, and pollution management. Support and expand relationships and facilitate effective communication with development partners, the private sector, and other stakeholders to foster collaboration and identify funding opportunities.
- Work closely with colleagues across World Bank Global Practices operating in Viet Nam and the East Asia and Pacific region to ensure coordinated and integrated support and avoid duplication across portfolios.
- Contribute to team‑level knowledge management, including documenting lessons learned from operational and analytical work for internal learning purposes.
- Undertake other assignments as required by the Practice Manager or Country Environment Focal Point.

- Strong interpersonal and communication skills.
- Willingness to travel extensively within Viet Nam, including to remote rural areas, and potentially to other countries.
