Direct Responsibilities

• Lead and manage the entire implementation process of plant construction projects, from the planning stage to completion and handover.
• Overall management of project resources, including personnel, construction costs, materials, and equipment.
• Represent the project owner in participating in meetings and negotiations with partners, contractors, and government authorities.
• Report project progress and implementation effectiveness to superiors and relevant stakeholders.

Purpose of the Job

• Ensure that plant construction projects are implemented on schedule, meeting quality, cost, and safety requirements.
• Achieve the established business and technical objectives of the project.

Challenges

• Manage risks during project implementation, particularly risks related to weather and technical issues.
• Coordinate work among contractors, consulting units, and relevant departments.
• Ensure compliance with environmental regulations, occupational safety requirements, and relevant legal regulations.
• Supervise the quality of work performed by contractors and consulting units.

Working Relationships

Internal

• Functional departments within the Company (accounting, human resources, legal, technical, etc.).
• Other project teams.
• Purpose: As required by the job.

External

• Construction and installation contractors.
• Design and supervision consulting units.
• Competent government authorities (construction departments, electricity authorities, environmental authorities, etc.).
• Suppliers of materials and equipment.
• Purpose: As required by the job.

Key Decisions

• Make decisions on matters related to project schedules, quality, construction costs, machinery, and equipment.
• Approve project construction plans and progress reports.
• Participate in the evaluation and selection of contractors and suppliers.
• Decide on measures to resolve issues arising during construction and the installation of machinery and equipment.

Key Responsibilities

• Develop detailed project plans, including manpower plans, construction plans, and machinery and equipment installation plans.
• Organize the implementation of project construction and installation activities in accordance with established plans.
• Contractor/Supplier Selection: Participate in the bidding process to select main contractors, subcontractors, and suppliers of materials and equipment in accordance with the quantities and specifications specified in the design drawings.
• Construction Supervision: Control quality, progress, costs, and occupational safety during construction. Evaluate project effectiveness and propose improvement measures.
• Risk Management: Identify, assess, and mitigate potential risks. Coordinate with other departments within the Company to resolve arising issues.
• Progress Reporting: Regularly report project progress, costs, and arising issues to superiors and relevant stakeholders.

Requirements

Educational Qualifications

• University degree in Construction, Electrical Engineering, or related technical disciplines.
• Fluency in English and Vietnamese.

Experience

• At least 7 years of experience in construction project management, particularly renewable energy projects.

Technical Skills

• In-depth understanding of power generation technologies.
• Knowledge of regulations governing investment in power plant construction.
• Knowledge of technical standards for the construction and operation of power plants.
• Ability to read technical drawings and design drawings.

Leadership and Management Skills

• Ability to lead, manage, and develop a team of employees.
• Good communication skills and the ability to build relationships with partners and suppliers.
• Ability to resolve issues arising during work quickly and effectively.
• Time management: Ability to plan, organize, and manage time effectively.
• Proficiency in project management software.
• Ability to work under high pressure and demonstrate a strong sense of responsibility.
